It's not necessary to delegate a temporary IP if you're going to host the
site already. After the DNS changes are made via internic then the user can
access the Site-Admin the same way by substituting the IP# with the domain
name. This is the permanent site of that domain, it's just that the internic
IP# is not matched to the domain name until the changes are made in the
database. I do it all the time and it works just fine.

http://yourIP#:81/.cobalt/siteManage/yourdomain/index.html
It will work the same as http://yourdomain/siteadmin
It's just how the control panel scripts read from the browser.

A suggestion is to "lend an IP" then once their files are on the server,
change to an ip that you may have many other sites on and at the same time
redelegate the domain etc etc
