This is because the RAQ uses a script.
Have new domains with only an IP# log in this way.
http://123.123.123:81/.cobalt/siteManage/www.domain_name.com/index.html
The RAQ can Identify the IP# then it looks for the Directory / Domain name
under the site manager.

Does anyone know why a new virtual domain can't access their control panel
via ip address? For example, I have customers that haven't transfered their
domains over yet, they can't access xxx.xxx.xxx.xxx/siteadmin, put
/personal they can. If they transfer the domain over to our dns, they can
access the control panel 100%. Any ideas as to why ?
