xxx.xxx.xxx.xxx/siteadmin/ only works for the main site.  Many virtual
site names can share one IP address, so you can have 200 sites using the
IP xxx.xxx.xxx.xxy, a user types in xxx.xxx.xxx.xxy/siteadmin/, whose
site management is whose?  The limitation is because site management
pages are not fully dynmaic (ie real html pages.)  My apologies for the
inconvenience, but you do need working publicly accessible DNS for
virtual site management.
