This directory where all those scripts for the admin UI live is /usr/lib/perl5/site_perl/auto/Cobalt/, if that is missing I would download ftp://ftp.cobaltnet.com/pub/products/2800r/RPMS/special-sauce-2800raq_english-5.0-5.noarch.rpm and install it using rpm -U special-sauce-2800raq_english-5.0-5.noarch.rpm --force. If all the *.al files still exist in sudirectories then the problem is somewhere else.
