I've noticed that every now and then, Apache has switched itself off for no
aparant reason. Fortunately, it responds very well to a loving prod with
/etc/rc.d/init.d/httpd restart from telnet.

Sounds like a hacked computer
the admin and root normally have the same password,
unless you have modified your Raq, resetting the admin password will also
change the root to the same thing
load ssh, turn telnet off - probably how computer got hacked if it is,
telnet is not secure
sounds like you need someone to review that php script, it might be doing
your damage though.
