If you by this mean "they're pretty old", you would be correct.

Yes. The only question is "which RPM files?". You can't
use the regular Red Hat ones, without being very careful...
(you probably want to aim for Red Hat Linux version 6.2)

Cobalt makes some (not all) of their Source RPMS available:

YES! You need to keep a copy of PHP 4.0.6 around for the admin.
There is plenty of information on how to do this available...
(the same warning applies to upgrading Apache and Perl too)

PS. Unfortunately there are no developer docs for the RaQ 550,
    but you can find some for the Qube 3 "while stock lasts".
