What is the best way for no downtime transition from one set of IP's to

I'm not sure about a no downtime transition but you could do a minimal
downtime transition.
1. Set the TTL for all the domains to something like 60 seconds. On a Raq 4
you can change the TTL quickly by editing the "records" file using perl.
See this:
http://list.cobalt.com/pipermail/cobalt-users/2002-February/063636.html
Hit "Save Changes" in the gui.
2. Wait 24 hours.
3. Change the IP in the DNS server.
4. Edit the site's IP in the GUI.
The max downtime for any site should be about 60 seconds. Of course this
is assuming you are changing one at a time and not all 300 at once.
Good luck.
