It is possible to recover from that without OS restore.
1.) If it is a RaQ4:

Download the SHP removal package from the RaQ4 PKG download page and extract
it with "tar zxvf <pkg-name>". Go to the RPMS folder it unpacked and you will
find an RPM which contains the RaQ4 GUI interface. Install this RPM with "rpm
-hUv ui-3100raq*.rpm --force --nodeps". That will bring back the GUI
interface minus the siteadmin links.

Download OS Update 5.0 from the RaQ4 PKG download page and extract it with
"tar zxvf <pkg-name>". Go to the RPMS folder it unpacked and you will find an
RPM which contains the RaQ4 GUI interface. Install this RPM with "rpm -hUv
ui-3000raq*.rpm --force --nodeps". That will bring back the GUI interface
minus the siteadmin links.
2.) For RaQ3 and RaQ4:

Restoring the SiteAdmin links:
Download Martin Moeller's siteManage-fix.tgz from this URL:
http://cobalt-aid2.lindist.dk/modules.php?op=modload&name=Downloads&file=index&req=getit&lid=36
Extract it and follow the instructions in the Readme. That script will help
you to rebuild the SiteAdmin pages for all individual sites.
