I have a couple of winXP machines here, will I be able to access the
drives with them if I take them out and mount them in the WIN machines?

No, Windows does not know about the EXT2 file system. You would want
to mount your hard drives in a Linux System, or another cobalt system.
What I would do is to plug a null modem cable into your console port, and
watch what happens during the boot up. See what is causing this problem.
It could be that you need to run fsck. (kind of like the old
chkdsk/scandisk).
If you do not get any response from your hard drive, you can try to
re-install
the software with your OSRCD that you have nicely tucked away inside of your
fireproof vault. If you lack that, you can always download it from
ftp.cobalt.sun.com.
If you are unable to restore it. Go to your local computer store, purchase
a new hard drive (5400 RPM, ATA-33/66) drive for about $80 or so. Jumper it
to be the master drive, put it into your cobalt, and restore it to your new
and improved hard drive.
Thanks and Happy New Years!
