They are separate binaries on a RaQ4 and RaQ550 I'm currently logged into.
To verify do this:
[root /root]# ls -al `locate httpd | grep sbin`
-rwxr-xr-x 1 root root 927948 Aug 6 14:16 /usr/sbin/httpd
-rwxr-xr-x 1 root root 927468 Aug 6 14:16
/usr/sbin/httpd.admsrv
And then to see running processes (I've trimmed the results):
[root /root]# ps aux
root 19288 0.0 1.1 8508 5704 ? S Nov11 0:01
/usr/sbin/httpd.admsrv -f /etc/admserv/conf/httpd.conf
root 31644 0.0 1.4 11696 7356 ? S Nov11 0:04
/usr/sbin/httpd -f /etc/httpd/conf/httpd.conf
