Yes. To perform an OS Restore, you put the CD into an x86 laptop or PC
(with a single, compatible NIC and a single CD drive) that can boot from
a CDROM (might require BIOS setting change to enable). So you cannot
(currently) perform an OS Restore using a Macintosh, SPARC-based Sun
machine, etc...

Full directions on how to perform the restore appear on the laptop/PC
screen once the license agreement is accepted. Full step-by-step
directions are also in the archives (possibly for Cobalt-Users)...

FYI - the OS Restore CD actually has a minimal Debian distro onboard
that sets up the NFS exports, DHCP server, etc that the Cobalt firmware
can "hook into" to transfer the scripts and files which restore the
Cobalt to "factory fresh"...
