[cobalt-developers] Strange behavior with Apache/PHP

I just moved an application from one RaQ 4 server running Apache to another
running Apache.  The version of Apache on both is 1.3.12.  The version of PHP on
one is 4.0.3pl1 and on the other it is 4.0.1pl2.

Here is what is baffling for me: one the second server the $HTTP_ENV_VARS array
is empty.  I have to get my information by calling what would ususally be the
indexes e.g. $HTTP_SCRIPTNAME.

I have installed applications on many different servers, yet I have never seen
this.

Is there a switch I did not set?
