This is a main reason why I have always had a passion for Flash. As long
as the plugin is present, just about everything else you do not have to
worry about. So while development is a little harder in Flash for some,
you can spend allot less time doing QA.

Has their ever been discussion of using Flash for the Cobalt web
interface?

You can make a Flash app, just as dynamic as HTML with some middle wear.
Macromedia just discontinued their middle wear solution, Generator but
there are many others. Some that are entirely in PERL.

Personally I use and love JGenerator. It screams. JGenerator used to be
open source and free, but now it's open source with a License model
behind. The new licensing structure is still way more affordable than
MM's Generator.

I can't speak for the guys in charge of selling JGenerator, but I would
bet they would be willing to make a deal to have it used and included on
Cobalt's so the web interface could be based in Flash.

While there would be a cost for the bulk licenses, it may be cheaper
than QA time, and be consist on a wider variety of browsers, provided a
plugin is available.

Depending on the version of Flash being exported, the web interface
could and would be available on wireless devices as well. Since most
equipped with a web browser also have the Flash 4 plugin.

Some food for thought, if the web interface architecture every gets
redone. :) Most likely the last thing on your mind after making the move
to the new architecture.
