I'm not sure whether you are looking for 1. an existing free software
solution, 2. an existing commercial software solution, 3. a developer to
build what you need, or 4. advice on how to build such software yourself.
Also, which server model do you need this for and is it important that the
users created appear in the Cobalt GUI?  I'm not aware of any existing
software for the RaQ line that does that.  Maybe someone else knows of some.

I understand what's needed, just not sure which direction you're going.
