I am not sure what problems you all are running into.
I did not run into any problems installing the
RaQXTR-Java-Dev-Kit-1.3.pkg
Well that's not the entire truth. There is a corrupt package out there
on a FTP server. But there is also a working one.
Try
ftp://ftp.cobaltnet.com/pub/developer/Java/i386
Instead of ftp.cobalt.com
These packages seem to be intact.
