Use procmail rules, but you do need to have some idea of what to filter
for.

There are outside companies that can either your entire email service,
or can sit between you and the rest of the Internet and filter it out
for you. They're very expensive, specifically because they have to
figure out things like rules to use. Once your council-members see the
price they'll probably understand a few things slipping through how and
then.
