Your RaQ IS leaving the field empty.  To prove it I just sent myself an
email without a "To:" field.

Here are ALL the headers:

I'd bet the customer's email client is adding the field.  Outlook
Express comes to mind <frown>.

You can create a filter in procmail; I wouldn't recommend it, though;
you'll bounce a lot of good email, including all email from lists like
this one.
