thanks for your response!

I would like, that when our Mailserver a email is receiving, that it not write
automatic our Mailserver-Domain into a empty To: field.
That the Server will only write "Undisclosed-Recipient", or
"Undisclosed-Recipient:@the-mailserver-which-the-mail-come-from.com", or let the
field empty.
But not "Undisclosed-Recipient:@ourserver.com", because our customers will make
us responsible for this Spam, because there see our mailserver in the to: field
and thinking it is a Mailinglist on our Mailserver.

An other Solution is, when our Mailserver emails which have in the Header a
empty to: field, wouldn't receive them and send back as error.

So, what exactly are you asking?  You didn't make this completely clear,
only the problem.

Do you want to deny all mail with no user in the To: field?   (Probably a
bad idea, in the case of actual valid email).  Do you want to deny mail from
a certain email address?  Etc...
