I'm no modem expert, but I usually addressed modems by their com port, which
translate to /dev/cua0 - cua3 (for COM1-COM4)
Not sure if this would work on a raq though.

For some reason I am having problems getting a modem to work on a Raq.
The modem is a new, real modem. No win modems here. I had it in a
RedHat7.2 box for a while.
I had to install setserial, and when i attempt to set the serial devices
settings I am unable to change the irq from 2 to 9.
According to /proc/pci.
But if I look at /proc/tty/driver/serial, it has all the correct info.
I am not using the modem for ppp, but for credit card processing
instead, and have been unable to test the modem, aside from attempting
to process a card, which waits for the modem.
I am attempting to use /dev/ttyS1. Is that correct, I am assuming
/dev/ttyS0 is in use.
Somewhat stuck, any help or sugestions is greatly appreciated.
