APOP is an optional feature of the POP3 protocol.  A quick search on
rfceditor.org points to RFC1939, available at
ftp://ftp.isi.edu/in-notes/rfc1939.txt .  As you may know, RFCs are the
standards that define Internet protocols and practices.
