No, it will not work on alias. The user still need to use the username to
logon to change their password and use the username to check their mail, not
the alias.
Anyone has any idea on how to make cobalt accept more than 12 character.
Please advise.

I am not 100% sure, but give it a try:
Use the alias for the full name and a 12 char shrinked one for the
username.
