your quite right the limit of 250 can be overcome by editing the limits in
the cobalt conf files.
Cobalt assume that their end users are not gurus, because if they where they
wouldn't generally be using cobalts products.
On a standard system you can get 'upto' 200 sites on it (the conf files set
this higher) The actual amount varies on the traffic/processor usage/space
plus others items.
Cobalts are v.good provided you want to do exactly what they say on the box.
In cobalts defence, it is sold on hosting 200 sites, so when you try and
squeeze more on that, its not what the box was designed for.
We've got boxes running 200+ wwith only 64MB with out hassels. The main
reason we have more boxes to for redundancy (an old english saying - "don't
put all your eggs in one basket")
Whereas on our Sun Solaris boxes we run over 400sites each, but they can
only be administrated by techies where as general staff can use the Cobalts.

THE MORAL - yes you can make the cobalt do exactly what you want and host
more site ;) But to say the RaQ is disappointing is a little harsh as it was
never sold to do what your trying to do. [and no i don't work for Cobalt/Sun
and they aren't perfect!]

I have a RAQ3 and it's really disappointing!
Our company was one of the most reliable hosting firms of Turkey untill we
started to use RAQ3's.
Anybody remember their system crashing log patch! We were one of the unlucky
victims.
Anyway, last week a new nightmare has begun! 250 virtual site limit!! What a
foolish thing it is. We upgraded all our RAQ's to 256mb rams and avg. system
load 1-2 but we can'!t setup new virtual sites(vs) via control panels. We
decided to delete some of old virtual sites to setup new customers
virtualsites and guess what! it still says you reached limit. When somebody
reaches 250 vs limit then delete 249 old site system won't let you setup new
vs because you reached the limit(!)
Any cobalt technicians there? Anybody to answer why we HAVE TO setup only
250 virtual site to a big RAQ3. Because of system load? Oh, no please. It
seems like a foolish staretegy to sell more servers.
