[cobalt-developers] Branding in a Hosting Environment

I work for an ISP that is currently using Cobalt Raq3
and Raq4 for hosting. We are wanting to brand all of
the pages that a client would see:

The Place Holder page
All site management pages
All help roll-over texts

I can do the pages by copying and overwriting the
existing pages, but I would like to be able to put
them in place of the defaults so that when we create
new virtual hosts, the new branded ones are what are
created. I have found the ui.po module that creates
the help text, modified it, and created new virtual
hosts, but the changes don't take affect.

Has anyone done this? How did you do it? What files
did you overwrite?
