I just did it on a RaQ3.  I installed MySQL first, in order to have the
libs available that PHP4 wants to link against.  I decided to grab
sources and roll up my sleeves - I wanted fresher versions than
what I was seeing in rpm-land.

Although I did not keep thorough notes on this (so giddy was I figuring
everything
out), I do recall a trip over to /etc/ld.so.conf after compiling MySQL,
changing that to:

/usr/i486-linux-libc5/lib
/usr/X11R6/lib
/usr/local/mysql/lib/mysql   <- new line

...and running ldconfig, do that Apache could see MySQL.

Let's see... for Perl I grabbed:

Data-Dumper-2.101.tar.gz DBI-1.14.tar.gz Msql-Mysql-modules-1.2215.tar.gz

..and installed those in that order.

Then came the PHP config/compile/install.

I also recall manually checking the httpd.conf & srm.conf files, and
having to set the AddModule and AddType lines correctly.  (Apache 1.3.6)

I did keep copies of all of my config/make/make install commands
(always use the "tee" command!), so I can at least remember how
the compiles went.
