Try changing the permissions of that directory or file. One reason is that
when webalizer generates the files, it is most likely owned by root or
nobody. Try making the owner and group the same as the virtual site

Subject: [cobalt-developers] Webalizer
Hi,
I have sent this question, before but nobody have give ous an answer. So
please take the time to read our problem and see if you now a solution.
I was hopping that somebody could help me with a problem that we have after
installing the webalizer (pkg. file from cobalt.com). We had to install this
because we have had nothing but trouble with the stats that comes with the
cobalt raq3i. And I was very glad when webalizer appeared to work fine. But
today a customer that use FrontPage to upload and upgrade his WebPages
called and complained about that he no longer could use FrontPage to upload
to our server.
The error messaged hi gets is:
Server error: Cannot change permissions on file
"/home/sites/site133/web/stats/usage_200010.html".
And then FrontPage would not upload anything ( he did not try to publish
anything to dir /stats/.)
The customer does not use the stats dir. He only tries to upload some pages
to his web dir with FrontPage. FrontPage is then checking the permissions on
the website (standard procedure). Then he get the messaged that FrontPage
cannot publish to this website. This problem is on all the virtual sites.
Many of our customers are using FrontPage so I am waiting for a lot of
complaints the next few days.
Could somebody please help me with a solution on this problem?
Thanks
