Try 

sh -r 

in the profile of each user of the virtual site, this parameter
restrict to the user of execute cd command, change PATH or .profile file.

Isn't 100% secure, but is a way of restrict the in the server.

I need to give telnet access to my users but I don't want let my users 
go everywhere on the server.
Is there a way to limit the directories a user can see when he is using 
telnet?
