I've found it...
edit your /etc/proftpd.conf (make a backup copy first!) and add the
following after the lines that set User and Group to nobody:
<Global>
AllowChmod on
</Global>
Now restart inetd:
etc/rc.d/init.d/inet restart
That's it. It now allows CHMOD for all sites by default. It's amazing what
you find when you dig around a bit. It's unfortunate that Cobalt didn't
bother to.
