This is not an uncommon issue that people find when implementing
.htaccess/.htpasswd files on the Cobalt servers. It is covered fairly
extensively in the archives, but what you need to ensure is that you have
the following directive in your .htaccess file (this stops Apache using your
/etc/passwd file):
AuthPAM_Enabled off
