I found what I like to do (manually) is to set up the site and ftp in and
change the index.html to howto.html - that way the end user can access some
useful info (I don't have to tell them about /personal /siteadmin, etc.)
then they can post and not loose the info by wiping over the index.html file.

Doesn't answer your question, but this solution has worked for me.
