I solved my own problem. Digging around the ftp site yielded:
ftp://ftp.cobaltnet.com/pub/partners/rtr/build_environment_080399/
Not publicized anywhere I could find, but it would appear that
dynamically linked c++ apps are very broken on Cobalt systems, and
installing this new (undocumented?) toolchain fixed the problem.
Anyone have more info on this?
I highly recommend anyone using c++ do this.
