Honestly, I'm not overly familiar with S/MIME but have seen it mentioned
a few times. It uses the X.509 public key infrastructure so I would
hope other MUA vendors would develop support for it.
As for a few references, check out RFCs 2632, 2633, and 2634 to
see how it is developed. You can find all those at the IETF site:

Last check on CPAN's site states that S/MIME is still on the 'todo'
list for the MIME-Tools package however.
Also not clear if this is a MS protocol -- not familiar with this
'Worldtalk' or Blake Ramsdell -- although do notice the address lists
Redmond. Oh well, in any event -- integrating S/MIME into Outlook
is one of the few things MS has done that doesn't leave me with a
bad aftertaste (least not yet :).
