One other problem with SPF: there are quite a few providers that block
outbound SMTP to anything other than their servers (or transparently
proxy it to their servers).  This means if you are connected to one of
these providers, you can only send email with that providers domain name
because SPF will block anything else.

I don't have the magic answer to spam, but SPF (and C/R) is not it.
