Honestly I think its a great idea to block dialup and dynamic IP addressing
from being used as relays. I feel that if someone needs to run an SMTP
server then they should talk with their ISP about allocating a static
address for their modem. Most of today's spam comes either from foreign
servers or from dynamic IPs on ignorant user machines.
Personally, I would love to see the internet as a whole go to a mail server
registry of some kind. I think that is probably one of the best options to
control spam.
