I agree with Jeff here. Rejecting mail using RBLs at the MTA level reduces
CPU load and bandwidth usage. I've found that most people prefer to never
see the spam, rather than to receive it with a modded subject line... With
SA or other tools it's still there, and they have to see and delete it.
Using RBL eases their minds and saves time because they never see the spam.

I use custom error messages in my sendmail.cf file on the dnsbl lines so
that in event a legitimate message is rejected, the sender has a URL to
relate to for answers. Unless you are using an agressive RBL like "blars",
you really shouldnt block legitimate email traffic. My lines look something
like this:

FEATURE(`dnsbl', `dynablock.njabl.org', `"Email rejected as spam by filter
dynablock.njabl.org - see: http://njabl.org";')dnl
