I think that's caused by a number of users who keep email on the server,
and they're constantly checking it - I see their in.qpopper commands hang
around for a while using tons of resource.

I dealt with a RaQ4 once that had heavy POP3 usage and I tracked the
problem down to qpopper. At the time I compiled a newer version from source
but since then I have used a free package from Solarspeed that also dealt
with the same problem.

Otherwise as with all Cobalt servers, check the fans.
