There will be a separate home directory for each user. By default, when a user's home directory is created, no other users can get into that directory w/o you changing the permissions on that directory.
There should be plenty of posts in the archives on file or directory permissions.

If you want a user that you can use through the GUI, I would add the user through the GUI. Then you can control the shell access from the GUI. Then you can add the user to the necessary groups on the command line later. Note, that this user will not be a root user, and will not have complete control of the server. This means you won't be able to edit settings in the control panel. The GUI will only let the admin and alteradmin account do this.
