[cobalt-users] system not letting go of swap space?

This question is a little more Linux related than strictly Cobalt related.
If a system maxes out it's physical memory and begins to swap, should swap
not release and go back down as physical memory becomes available again?
My raq4r has 512MB of RAM that I often run out of during peak hours.
During these times, the system swaps for a bit. As the peak utilization
subsides physical memory frees up, but swap doesn't go back down.
Eventually, swap space maxes out and I start getting emails from the admin
interface during peak hours complaining about the lack of free memory. >:(
Rebooting seems to be my only fix, and I'm NOT fond of that bandaid.
Any ideas? Am I mis-understanding a fundamental concept???
Many thanks in advance to this INVALUABLE list.
