I ran into a similar issue with another server and router a week or two ago. I found out that it
was to do with the administration functions of the router. The router supported both http and
telnet administration, therefore it reserved ports such as 80, 81, and 23 for itself (both
internally and externally) and allowed the routing of any other port.
Try setting up FTP on the raq, then forward ports 20 and 21 through the router and see if that
works. If it does, then you are probably having the same issues I ran into.
It may not be your problem, but it would rule out the possibility....
