You have to make sure you have 
http://ftp.cobalt.sun.com/pub/packages/raq4/eng/RaQ4-All-Security-2.0.1-1634
3.pkg
Installed first. If not, uninstall the 16622 pkg, istall the 16343 and
re-install 16622.
