They're probably "stuck"; i.e., there's no valid address to send them
to. This can occasionally happen, though it's not supposed to. I just
cleaned out a queue for a client a few minutes ago.

All the files are in /var/spool/mqueue. Usually if you just replace the
first character of the filename with a "?" (without the quotes) you'll
delete all the files. If you delete only some of the files that make
up a message it won't hurt anything.
I generally turn off sendmail before I clean the queue, then turn it
back on afterwards, just to make sure I don't try to delete something
as sendmail is trying to send it.
