what you mean with POP ? send or recieve emails ?
do youe mean "/etc/access" or "/etc/mail/access" ?
"/etc/mail/access" is for sendmail to authenticate SEND not to POP.
is the POP-before-SMTP script used and running fine ?
qpopper is for POP3 email receiving

check "/var/log/maillog" for lines like
... in.qpopper ... (v4.0.5) POP login by user "username" at
(xxx.xxx.xxx.xxx) xxx.xxx.xxx.xxx
... sendmail ... from=<username@xxxxxxxxxx> ... to=<user@xxxxxxxx> ...
