I had posted the fix a while back, there is a line that got
changed/deleted or whatever in the sendmail.cf file and at

You need this in your sendmail.cf:
# POP-before-SMTP secondary access hash
Kpopauth hash -a<MATCH> /etc/mail/popip.db
FWIW, mine's at line 152 of sendmail.cf, just after the section:
# Access list database (for spam stomping)
Kaccess hash -o /etc/mail/access
# Virtual user table (maps incoming users)
Kvirtuser hash -o /etc/mail/virtusertable
I can't remember if I had to manually add that or not...
To see what's in the allowed-to-relay IP database, just do
makemap hash -u /etc/mail/popip.db
