When you add a site the httpd.conf file is completely rewritten. The
rewrite fails if there's not enough room for it.

While you probably meant this as a rhetorical question, in fact there is
an answer: When Cobalt first designed their file system drives were
still very small. Though drive sizes have changed over the years, Sun
Cobalt has never redesigned their file system for systems through the
RaQ4 series.
Filling a file system can cause a lot more serious issues, including not
being able to restart the server at all. Consider yourself quite
lucky, and put a script into cron.daily to monitor free space in your
file system for you and send you the output every morning.
The command to use from the command line is:
$ df -h
We've successfully moved log files and other directories to /home for
many of our clients; you might want to do that as well to avoid
problems in the future. Instructions are probably in the archives, or
you can hire someone to do it for you.
