I don't think it's generic at all; it sways "too many recipients" and
it's a known anti-spam effort to block based on too many recipients.
And your proposal (sender IP matching sending domain) would appear to me
to be quite uncommon on today's Internet.

As does Hotmail. And it's a reason why many lists are now refusing
memberships from users of these email addresses.
