While the reboot should have also restarted the admin web (admserv) you might
try sshing into the server and make sure it is running
/usr/sbin/httpd.admsrv -f /etc/admserv/conf/httpd.conf
and look over the logs for it (/var/log/httpd/adm*) and see if there is some
"reason" the admin web is not running for the sites.
Might also try /etc/rc.d/init.d/admserv restart
