this is a file... it contains some basic functions that many of the init
scripts in the /etc/rc.d/init.d directory use... /etc/init.d/functions is
the location of this file on a redhat 6.2 system (not that I have been there
in a long time... well sorta...) anyways the Cobalt is not redhat 6.2...
while it uses many 6.2 portions there are several things that are just not
redhat 6.2 specific... Among them is the init script funtions locations...

well... it can, but it's up to the package builder to make sure those
things happen... in this case "functions" is a file expected to be on the
system by the Redhat 6.2 rpm installed via the pkg... we aren't redhat
6.2... :)

The config file story....
ipchains has 2 parts... the ipchains binary and some scripts to help us use
it. the scripts make a config file in /etc/sysconfig/ipchains which the
start and stop and save commands use... since everybody uses the redhat 6.2
rpm it's broke in the cobalt world. (not mine)

This is a symptom of the problem because many people run the binary directly
and never even know about the init file or the special config anyway.. I
call it "fun with ipchains wall"...
The redhat 6.2 has missed a ton of work and is long outdated and shouldn't
be used. it looks like Bruce has built a new rpm and pkg that looks good...
so I won't make one too...
