In order to get this to work, first delete the contact form file from the
website using FTP.
If your user has FP2003 or 2003 you can publish individual files (right
click on file in folder view).
If your user does not have these versions of FP you can create a connection
to the website (http://host.domain.tld) from Windows with "My Network
Places" using webmaster as the username and then drag and drop the file into
the website - this has the same effect as publishing from FrontPage.
