First step is to connect to the box (ssh, telnet - prefer ssh) then look at
the adm logs in /var/log/httpd directory to see if some part of the process
or program is having a problem.
Also might want to do a "ps fax" while connected and see if any of the admserv
processes are "hung" and not completing. I have seen a "bad" virtusertable
entry or corrupted passwd file entry do this since it gives an error back
when trying to add/change accounts but the GUI interface is not "smart"
enough to know what the error is to parse and display it correctly.
