We use a script that e-mails the users at 2 usage levels with custom
letters...  we just throw it in a cron and as the customer wants it
works....  sorry but I can't give this away free...  but I do to my Sapphire
and Diamond customers... :)  It's not hard to build either except that we
don't have the warnquota man page in our quota rpm (hint hint)...  (on my
ftp site now) ftp://www.zeffie.com/cobalt-users/warnquota.8.gz (just put it
in /usr/man/man8/)
