The quota notifcation problem was a site issue and was with the RAQ3/4 OS.
I have a RAQ550 and this is per user and not site.

A user reaches their login.  They login.  They get denied because they're
out of diskspace and they can't create a MBOX lock file because RAQ550 uses
the user folder install of /home/spool/mail. Anyone got a solution?
